Herbert Francis  Kelley Jr.
Herbert F. Kelley, Jr., age 84, of Manassas, VA., passed away on Saturday, June 17, 2017.

Born on September 1, 1932 in Farmdale, Ohio , he was the son of Herbert F. Kelley, Sr. and Tillie Mae Kelley.

He graduated from Lenoir Rhyne College in Hickory, NC with a degree in chemistry, then was drafted to the U.S. Army and was stationed in Camp Fuji, Japan. After his discharge he was accepted to the College of Law at The Ohio State University, graduating in 1959 near the top of his class. He was a member of the Ohio Bar Association.

Herbert married Biruta Bokums that same year. After several years as a private attorney, he joined the U.S. Air Force, working at the Air Force Missile Development Center on Holloman Air Force Base, New Mexico, where he served as Judge Advocate. Their son, Juris, was born during this time. Herbert was then stationed for 2 years in Ankara, Turkey with HQ TUSHOG.

They returned to Ohio in 1968, and a year later their daughter Diana was born. Herbert spent the remainder of his career as the Chief, Government Accounting Office Bid Protest Branch, Contract Law Division, Office of the Judge Advocate General of the Army, at The Pentagon.

He retired in 1992 and spent several years as a private attorney once again, until retiring completely once his eyesight began to fail. He was well known and will be missed by many for his love to talk, especially about global politics, and his extraordinary knowledge of colleges and universities. Education was a passion for him, and he spent his remaining years counseling his children and grandchildren on their schooling and higher education goals and plans.

Herbert was preceded in death by his parents and twin siblings Paul and Margaret Ann.

Herbert is survived by his loving wife of 58 years, Biruta, son Juris (Colleen) Kelley of Reston, VA, and daughter Diana (John) Richey of Huntsville, Alabama. Also surviving are grandchildren Cullen, Audrey, and Quinlan Kelley, Gena and Jack Abrials, and Tyler, Bailey, and Chelsea Richey. Herbert also leaves behind nieces, nephews, and cousins.

Visitation will held Thursday, June 22, 2017 from 11:30-12:45 p.m. at Baker-Post Funeral Home & Cremation Center, 10001 Nokesville Road, Manassas, Virginia. A funeral service will begin at 12:45 p.m. in the funeral home chapel with Pastor Anita Varsberga-Paza officiating.

Interment will immediately follow at Quantico National Cemetery.
