James Winston Mays passed away suddenly on December 15, 2016.

James “Jim” Mays was born in Harrisonburg, Virginia in 1953 to parents William and Charlotte Mays and joined his older sister Cecil. He met his beloved wife Andrea (Albers) while attending Turner Ashby High School and they were married on August 6, 1977. He graduated with a Bachelor of Arts degree from Bridgewater College and received a Master of Science degree in Computer Science from the University of Virginia. Jim and Andrea had three children: Richard (wife Lisa Ondras) , Robert, and Laura (husband Jonathan Mills). They were later blessed with four granddaughters: Joanna, Daphne, Elizabeth, and Susan. James and Andrea loved to travel abroad and had many adventures together.

Jim served as the Vice President of Actuarial Research Cooperation. Over his 37 year tenure, he became known for his work in quantitative analysis of health care financing structures. He participated in all of the major domestic health initiatives of the past three decades. During 1992, he served as one of two non-government members of the Bush Administration’s White House Task Force on Health Risk Pooling, and in 1993 he was a member of the Clinton Administration’s Health Reform Task Force. Jim’s influence extended beyond the United States. He shared his expertise with the World Bank in the Philippines, Turkey, Egypt, Saudi Arabia, Oman, and Qatar, developing and refining models to simulate the effects of changes in health care delivery and financing. His ability to mediate between the worlds of policy and data was respected and sought after worldwide.

Jim was a valued director and mentor in ARC, guiding young analysts as they began their careers in the analysis of fast-growing and rapidly evolving health care financing systems. His soft-spoken manner, low-key managerial style, and dry sense of humor did much to cushion the fast pace and high pressure of the work he directed. His quiet accomplishments have strengthened health care systems in the United States and around the world.

An organ and tissue donor, Jim continues to serve others even in death. A celebration of his life is scheduled for Saturday, January 7, 2017, starting at 11:00am until 2:00pm at the Baker-Post Funeral Home Cremation Center, 10001 Nokesville Road, Manassas, Virginia.
