Obituary for James MacDougal Rice

The Honorable James MacDougal Rice (Ret.), 85, passed away June 4, 2016, at his home in Manassas.

Born August 8, 1930, in Fort Benning, Georgia, he was the son of Everett and Edith Dexter Rice. He was an exceptionally loving and devoted son, husband, father, brother and grandfather. He is survived by: his wife of 63 years, Jeanie de la Torre Rice; his two daughters, Mary Jean L. Wessel (and her husband Douglas) of Reston, VA, and Amory D. Rice of Manassas, VA; his two sisters, Amory D. Wade of Manassas, VA, and Lydia L. Glen (and her husband John) of Marion, VA; and one grandson, Gaven A. Wessel of Reston, VA.

Judge Rice graduated from Osbourn High School and Virginia Polytechnic Institute. He was commissioned as a 2nd Lieutenant in the Marine Corps in 1951, trained at Quantico Marine Base, and served during the Korean War and in the Marine Reserves. He achieved the rank of Lieutenant Colonel at age 37.

He attended George Washington University Law School and entered the private practice of law in 1958. In 1962, at the age of 31, he was appointed by Attorney General Robert F. Kennedy as an Assistant United States Attorney for the Eastern District of Virginia. At age 35, he was appointed Judge of the Prince William County Court. After returning to private practice in 1974, he continued practicing law until the last years of his life.

Judge Rice was a devout Christian and member of Buckhall United Methodist Church. He held leadership positions in many charities and community organizations. Reaching out to people in need was central to his character and life.

The family will receive friends on Sunday, June 12, 2016, from 2-4 p.m., at the Baker-Post Funeral Home & Cremation Center, 10001 Nokesville Road, Manassas. Funeral Services will take place on Monday, June 13, 2016, at 11:00 a.m., at the United States Marine Memorial Chapel, 3251 Embry Loop, Quantico, VA 22134. Interment will follow at 1:00 p.m. at Quantico National Cemetery in Triangle, VA.
